Cap and Trade = Global Warming Solution?

The all-new SIRS Issues Researcher The all-new eLibrary The all-new SIRS Issues Researcher Cap and Trade legislation is being debated by Congress. President Obama's plan is designed to dramatically reduce the emission of industrial generated carbon dioxide from the burning of fossil fuels such as coal and oil. Scientists have demonstrated that the increase in carbon dioxide in our atmosphere is responsible for increasing the temperature of our planet. This results in climate change, unpredictable weather patterns, and the rising of sea levels from melting polar ice caps.

Cap and trade is an environmental policy tool that delivers results with a mandatory cap on carbon dioxide emissions from industrial application such as power generation and auto emissions. It offers industries that produce these emissions flexibility in how they comply. Proponents claim that successful cap and trade programs reward innovation, efficiency, and early action and provide strict environmental accountability without inhibiting economic growth. Similar policies are already in effect in European consortiums.

Examples of successful cap and trade programs include the nationwide Acid Rain Program and the regional NOx Budget Trading Program in the Northeast. Additionally, the EPA issued the Clean Air Interstate Rule (CAIR) in 2005 to build on the success of these programs and achieve significant additional emission reductions.
BookCart Learning Activity
ProQuest has created a BookCart learning activity for your students to address this topic: Global Warming—Effects and Solutions.

It includes four examples of essential questions for critical thinking that you can assign to your students. You can easily edit and create or substitute others if you wish.

Here are the instructions for copying this BookCart and nealy 100 others for eLibrary Science:
  • Logon to the eLibrary Science Teacher Edition to access BookCart Editor.
  • Click the BookCart Admin link.
  • Click the ProQuest Carts tab.
  • Review the list of Folders on the left side and click eLibrary Science—BookCarts.
  • Scroll down and find Global Warming—Effects and Solutions.
  • Click the Copy icon in the Actions column to the right of this title.
  • Return to My Local Carts.
This BookCart can easily be edited for most effective use:
  • Click the new BookCart Title with the prefix "Copy of."
  • Delete "Copy of" and then type your first and last name in the AUTHOR boxes.
  • Type your email address in the box next to Author.
  • Edit the sample of STUDENT DIRECTIONS in the DESCRIPTION box.
  • Scroll down and click Save.
  • Click the My Local Carts tab to see your newly edited and ready to use activity.
eLibrary Science CourseCarts
If you missed the opportunity last year to copy the two new CourseCart collections for eLibrary Science, here's your chance to do it now.

CourseCarts provide collections of BookCarts that address major topics and issues found in popular textbooks used by science teachers. This makes it easy for science teachers to assign inquiry-based activities whenever it's convenient or significant to do so in Biology and Earth & Space Science.

To copy these and other eLibrary Science Carts:
  • Logon to the eLibrary Science Teacher Edition to access BookCart Editor.
  • Click the BookCart Admin link below the Search box.
  • Click the ProQuest Carts tab.
  • Review the Folders on the left and click ELS—Earth/Space CourseCarts.
  • Click the Copy icon in the Actions column for the first title.
  • Return to My Local Carts.
  • Repeat this process for each of the CourseCarts
  • Repeat the steps above to copy the CourseCarts for ELS—Biology CourseCarts.
With editing, each CourseCart can include specific information that your students need to complete the assignment (Write a report of at least 150 words that cites at least three resources and addresses each of the essential questions listed, etc.)

Teachers should select the essential questions for critical thinking from the questions found in end-of-chapter activities. These essential questions can then be typed in the DESCRIPTION box while editing the CourseCart for that chapter.

All this work will benefit you in the future because you can re-use these learning activities again and again with just some minor editing to update some resources. To edit each Cart for your students to use effectively:
  • Click the new BookCart Title with the prefix "Copy of."
  • Delete "Copy of" and then type your first and last name in the AUTHOR boxes.
  • Type any brief and specific directions for your students to use in the DESCRIPTION box.
  • Scroll down and click Save.
